Gem Scales/Enchantment Basin Conversation not loading

I searched across cordor and surface and Enchantment Basins were broken. The server reset and I went into Cordor and still the enchantment basins weren't working... Now the gemscales in the rosewind and the merchant district are also broken.

So I've gone back a few times after resets to basins I know were broken to find them working, this might have been a freak occurrance or something glitchy on my side.
