One of my pet peeves, is that when two characters encounter each other when walking, you have to stop to type something in, so as to engage in conversation...Or, atleast, that is what I have experienced, even for something like "*Nods* G'day.".

My solution? Implement a command that slows you down, such as -slow. I noticed that when my character is heavily encumbered (my character is a kensai, by the way), walking feels much more natural; your actually walking, rather than nearly jogging. Plenty of time to emote something for that upcoming dungeon entrance, huge boulder, dead body, etc.

Maybe even add-in different tiers of -slow. So, for example, "-slow 1" would make you as slow as if you had plate armour on. "-slow 2" would make you as slow as if you were encumbered. "-slow 3" would equate to plate armour + encumbrance.
"-slow 4" would be heavy encumbrance, with "-slow 5" being heavy encumbrance + Plate armour.

Nothing ground breaking, but it would be nice to actually...Well, walk. Should also be good for monks as well; I've seen some pretty fast ones when they are just walking.

I'd like to be slower on my monk, too, and be more ambigious in my class. Pacing at the
speed of normality would aid in a bit of humility.

I, uh. Got myself a leather armor for just this purpose on Duriel. He outwalks people constantly, making me have to wait for them to catch up. It can get annoying quite often. It's a consistent pet-peeve of mine with the monk class - which is by far my favourite. "Be a monk, just expect to have to take 5 steps then wait for the rest of the entourage to catch up."

I remember suggesting this a few years ago, and if I recall, Mithreas said NWN cannot differentiate run and walk, thus it is pretty hard to implement fatigue options. Maybe to bypass this, you could add a command like -slow, that gives weight till the character is encumbered, and -run removes that weight. However, it seems quite tricky to do.

@SoulLust Or just make them magic effects that slow the character down by a percentage of their movement speed without spells (and feats?), which is dispersed when the -slow command is used again. Also, perhaps when the character enters combat?
